Daniel Michael Andrews was born on the 6th of July 1972 in Williamstown, a suburb in the southwest of Melbourne, Australia. Andrews was the child of Bob Andrews and Jan Andrews. In 1983, the family relocated from Glenroy to Wangaratta in northern Victoria in the northeastern part of Victoria, where he completed his education at Marist Brothers’ Galen Catholic College. Andrews returned to Melbourne in 1990 to attend Monash University, where he was a student at Mannix College and graduated with a Bachelor of Arts degree in classics and politics in 1996.
After graduation, Andrews became an electorate officer for the federal Labor M.P. Alan Griffin. Andrews worked for the head office of the party between 1999 and 2002. He started as an organizer and later as an assistant state secretary.

Hulls quit at the beginning of 2012. He was then replaced as his deputy by James Merlino.
